FAQ

What are biocides and plant protection products used for?

These are substances or preparations intended to protect human, animal, and plant health, as well as materials, infrastructures, and crops. Biocides destroy, repel, or control harmful organisms (bacteria, viruses, fungi, insects, etc.) in various fields: hygiene, public health, industry, agriculture, and material protection. Plant protection products are mainly used in agriculture to protect crops and ensure yield and quality.

These substances play a key role in hygiene, industry, agriculture, and health risk prevention. Without these products, infection control, crop protection, and health safety would be far harder to guarantee.

Because of their effectiveness on living organisms, these products may pose risks to health and the environment.

  • Biocides → Regulation (EU) No 528/2012 (BPR), overseen by ECHA
  • Plant Protection Products → Regulation (EC) No 1107/2009, overseen by EFSA

These frameworks aim to ensure product effectiveness while limiting risks and harmonizing authorization procedures across Europe.

Biocides: classified into product types (PT) according to their use (disinfectants, preservatives, protection products, pest control, etc.).

  • PT 1: Human hygiene biocidal products (disinfectants for the skin)
  • PT 2: Disinfectants and algaecides not intended for direct application to humans or animals (for surfaces, equipment, etc.)
  • PT 3: Veterinary hygiene biocidal products (disinfectants for animals)
  • PT 4: Food and feed area disinfectants
  • PT 5: Drinking water disinfectants
  • PT 6: Preservatives for products during storage (not included in PT 7 to 13)
  • PT 7: Film preservatives (e.g., paints, adhesives)
  • PT 8: Wood preservatives
  • PT 9: Fibre, leather, rubber and polymerised material preservatives
  • PT 10: Construction material preservatives
  • PT 11: Preservatives for liquid-cooling and processing systems
  • PT 12: Slimicides (control of slime on materials, water, or industrial processes)
  • PT 13: Working or cutting fluid preservatives
  • PT 14: Rodenticides
  • PT 15: Avicides
  • PT 16: Molluscicides, vermicides and products to control other invertebrates
  • PT 17: Piscicides
  • PT 18: Insecticides, acaricides and products to control other arthropods
  • PT 19: Repellents and attractants
  • PT 20: Control of other vertebrates
  • PT 21: Antifouling products
  • PT 22: Embalming and taxidermy fluids

Plant protection products: classified by mode of action (herbicides, fungicides, insecticides, growth regulators, etc.).

1. Herbicides

Selective and non-selective herbicides

Destroy or control weeds and unwanted plants in crops, uncultivated areas, or infrastructures.

2. Fongicides

Fungicides, bactericides

Prevent or treat fungal and bacterial diseases affecting plants (downy mildew, powdery mildew, rust, etc.).

3. Insecticides

Insecticides, acaricides, nematicides

Control insects, mites, or nematodes harmful to plants or seeds.

4. Growth Regulators

Plant growth regulators

Modify plant growth, flowering, or maturation (e.g., inhibit germination, improve yield).

5. Seed Treatment Products

Coatings, protectants

Protect seeds and seedlings against soil-borne pathogens or pests.

6. Preservation Products

Anti-sprouting agents, post-harvest preservatives

Protect stored crops against sprouting, decay, or pest attacks.

7. Repellents and Attractants

Repellents, baits, pheromones

Attract, trap, or repel pests to protect crops.

8. Adjuvants and Auxiliaries

Wetting agents, dispersants, stabilizers

Improve the efficiency or stability of plant protection formulations.

9. Basic Substances

Natural substances not primarily used as PPP

Low-risk substances recognized for plant protection use without significant harmful effects (e.g., vinegar, milk, vegetable oil).

10. Biocontrol and Low-Risk Substances

Microorganisms, plant extracts, pheromones

Natural alternatives designed to minimize environmental impacts and health risks.

Each category is subject to a specific evaluation to ensure that the product is effective, safe, and compliant with regulations.
